Purpose of the Circular

The primary objective of this JKBOSE circular is to:

  • Maintain uniformity in the conduct of external practicals
  • Ensure timely submission of assessment copies
  • Prevent delays that can affect the declaration of results
  • Strengthen coordination between Schools, External Assessors, SSCs, and JKBOSE offices

Key Instructions for Schools (As per JKBOSE Circular)

The circular outlines three major responsibilities for school authorities to ensure proper compliance during the practical examination phase.

1. Collection of Assessment Copy from External Assessor

After each practical examination concludes, the Head of the Institution must collect one duly completed copy of the External Practical Assessment from the appointed External Assessor.

This assessment copy must include:

  • Proper marks awarded
  • Signature of the External Assessor
  • Relevant student details
  • An authentic record of the practical performance

The collection must be done immediately upon completion of the practical examination to avoid misplacement or errors.

2. Sealed Submission to JKBOSE Offices

Once collected, the assessment copies must be submitted to the respective Sub/Branch Board Office of JKBOSE. Schools must ensure:

  • The envelope is properly sealed
  • Submitted without any delay
  • Addressed correctly for onward transmission
  • It reaches the Secrecy Section of the Jammu Division on time

This step is crucial to maintain confidentiality and ensure smooth result compilation.

3. Strict Adherence to the Prescribed Schedule

JKBOSE has emphasized that schools must follow the official schedule without deviation. The circular states:

“Strict compliance with the prescribed schedule and these instructions is mandatory to ensure the smooth conduct of the examination process.”

Any delay or failure in adhering to the timeline can lead to:

  • Administrative challenges
  • Delay in the declaration of results
  • Possible accountability issues for the concerned school

Role of Sector Skill Councils (SSCs) & External Assessors

The Sector Skill Councils (SSCs) are responsible for nominating trained External Assessors who will visit the designated schools to:

  • Conduct the practical examinations
  • Evaluate the performance of students
  • Provide transparent, unbiased assessment
  • Complete assessment documentation on-site

By appointing these trained assessors, JKBOSE ensures that vocational practicals are conducted with professionalism and uniformity across all institutions.

Responsibilities of Heads of Institutions

The circular places special responsibility on school heads to ensure flawless execution. Their duties include:

  • Coordinating with External Assessors
  • Ensuring lab setup/materials are ready before the examination
  • Collecting the assessment copies promptly
  • Preparing sealed envelopes for submission
  • Dispatching the documents to JKBOSE Sub/Branch Office on time
  • Maintaining internal records for future verification

These steps ensure accountability and smooth functioning of the examination system.

Importance of Timely Assessment Submission

Timely submission of the practical assessment copies ensures:

  • Faster processing by JKBOSE
  • Timely evaluation and entry of marks
  • No delay in declaration of Class 10 and Class 12 results
  • Transparency and accuracy in student assessment

Late submissions can affect the entire evaluation cycle, impacting thousands of students. Thus, JKBOSE stresses early compliance.

Practical Examination Conduct Guidelines (Extended Insight)

Although the circular focuses mainly on submission protocol, the overall conduct of practical exams may include:

  • Proper verification of students
  • Conducting practicals as per subject-wise guidelines
  • Ensuring adequate lab equipment and safe environment
  • Maintaining attendance records
  • Avoiding any malpractice or external interference
  • Ensuring impartial assessment

These broader responsibilities align with JKBOSE’s mandate for fair and credible evaluation.
